Minutes of Stow Parish Council Zoom Meeting Monday 7 September 2020 11.30 am

Cllr Duncan had a non-pecuniary interest in item 9 as she is on the show committee.

Cllr Martinson had a pecuniary interest in item 16 planning application number 140899

 

61.Minutes of previous meeting of Monday 13 July 2020

It was proposed by Cllr Martinson and seconded by Cllr Duncan to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

 

62.Matters arising from Minutes of Monday 13 July 2020

The Highways committee are meeting in September to consider reducing the 50 to 40 on Sturton Road and Cllr Martinson is meeting with the Highways Officer on Tuesday to discuss various highways matters in the village including placement of the new village signs, and the 30 mph sign on Ingham Road.

Cllr Justham thanked Cllr Martinson for his help using his teleporter for the removal of the damaged trees and scrub in the playpark.

The new pick up after your dog signs and been placed in the village by the land owners.

Cllr Justham thanked Jane Young for her help with supplying dog bags for the village.

Cllr Justham has purchased dog bone bag holders and some bags. These need to be marked property of Stow Parish Council.

The accounts were accepted and proposed by Cllr Justham and Seconded by Cllr Martinson it was Resolved all in favour to accept the accounts.

 

64.To discuss and agree the purchase of no parking signs and Covid 19 signs.

The Clerk withdrew the request for Covid 19 sign for the play park as other Councils are using laminated signs that can be replaced easily.

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the price for two no parking on the grass signs, all in favour and Resolved

 

65.To agree funding for the village Christmas Tree.

It was proposed by Cllr Justham and Seconded by Cllr Turner to grant £100 for the village Christmas Tree all in favour and Resolved

 

66.To discuss and agree S137 donation of £10 for the Horticultural Show.

It was proposed by Cllr Turner and Seconded by Cllr Justham for a donation of £10 for the show all in favour and Resolved

 

67.To discuss and acceot the Safeguarding Poloicy for the Council

It was proposed by Cllr Justham and Seconded by Cllr Martinson to accept the Safeguarding Policy for the Council, all in favour and  Resolved

 

68.To discuss request for Volunteering in the Village

Cllr Justham asked the Council to consider the jobs that Volunteers could be asked to help with in the village and to draw a list up.

The guidance, capabilities and mentoring of young volunteers needs to be considered.

Karen Howes is working with Cllr Hewitt on the management of the Cemetery.

Discussions deferred to next meeting.

 

69.Update on Sturton and Stow Neighbourhood Plan and to discuss Governments 2 Billion package to create new cycle and walk ways.

Cllr Read put together the suggestions for Stow for new cycle and walkways and this has been e mailed to Cllr Butroid.

Cllr Duncan gave an update on the Neighbourhood plan.

Work on the Plan is carrying on mainly by email.

The Neighbourhood Plan Group is waiting for the 2nd draft.

The resident’s consultation can be carried out during the pandemic and this will be done over the Autumn.

Cllr Duncan thanked Mel Banham for the interesting article on the history of Sturton and Stow.

 

70.Update on Play Park trees and Village Trees.

The Poplar tree in the playpark has been felled and the two other trees and brash has been removed.

Cllr Turner will look at purchasing new hedging for the gaps in the playpark for the next meeting.

The quotation for the cemetery hedge for £240 was proposed by Cllr Duncan and seconded by Cllr Martinson all in favour and Resolved.

Cllr Justham expressed concerns about a large tree and its branches that hang over the Cross Keys brick wall. Cllr Turner to view the tree with Cllr Justham and report to next meeting.

 

71.Update on Stow Bugle

The Autumn edition has been completed by Cllr Duncan and sent out via e mail and the website.

The Council discussed whether a hard copy should be distributed to households who do not wish to join a mailing list for distribution

 

72.Update on Stow Recreation Fund Progress

The new bench and picnic table have been ordered.

Some new software adjustments will be applied to the flashing signs shortly.
