Minutes of Stow Parish Council Meeting held on Monday 2 September 2019 at Stow Minster Church Vestry at 7pm

There were no members of the public attending the meeting.
66. Apologies for Absence
Cllr Taylor sent her apologies due to work commitments
Cllr Coulson sent her apologies

68. Minutes of previous meeting of Monday 15 July 2019
It was proposed by Cllr Martinson and seconded by Cllr Duncan to accept the minutes of
Parish Council Meeting. It was RESOLVED to accept the minutes as a true copy of the meeting. All in favour
69. Matters arising from Minutes of Monday 15 July 2019
The Clerk was asked if there had been any feedback from Cllr Coulson, Cllr Coulson had sent an e mail saying that she would be following up on the Issues
after the summer break.
Clerk to contact Acis with an update as the requested issues had not been dealt with satisfactorily.
70. Correspondence Received
Police report Gainsborough Rural South 29/07/2019 – 31/08/2019
7 Thefts, 5 Burglary’s, 3 Criminal Damage, 0 Transport 0 Concern for welfare 4 Vehicle Crime
The village trees owned by highways that need trimming were discussed, photographic evidence to be sent to Clerk to report to highways.
Clerk to write to the diocese regarding the trees at the Rectory and the hedge overhanging the path.
Man hole cover at St Mary’s Close has collapsed this has been reported to highways on no 4130893.
Chairman has spoken to the residents regarding the overhanging cherry trees and they will be cut back and recently cherry pips on the ground
have been swept up.
Clerk to draft a letter to Highways regarding the ongoing issues in the village and to send out to Council for approval before sending.

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the accounts information as a true copy. It was Resolved all in favour.
72. Receipt of Code of Conduct.
Cllr Read explained his concerns regarding the declaration of (potential conflicts of) interests at meetings.
Stow Parish Council henceforth apply clause 14 of the Code of Conduct to the entirety of the document including appendix A.
It was proposed by Cllr Read and seconded by Cllr Turner and Resolved all in favour.
73. To discuss play park and cemetery maintenance
The report has been received by the Council and the Council agreed to monitor the situation with the climbing apparatus.
Clerk to get a quotation to replace the damage matting.
The distance between the main swings and the frame will be measured and altered.
74. To agree what item to apply for from Cllr Coulson Initiative fund.
The Council discussed the options and agreed that a fence for the gap in the play park close to the road would be the most urgent problem.
Clerk to ask Cllr Coulson if the Council could apply for a section of fencing from the grant.
75. To agree funding for Village Christmas Tree
The Council Resolved to grant up to £100 for the village tree.
76. To discuss regular tasks carried out by the Council in the village.
Various tasks are regularly carried out around the village. Cllr Justham asked the council to consider this issue which will be further
discussed at the November meeting.
77. To discuss Parish newsletter.
Cllr Duncan has agreed to put together a Parish Newsletter to inform the residents of how the Parish Council works, the responsibilities
it carries and to keep residents updated on village matters.
It was agreed that Cllr Duncan would put together a draft newsletter for the next meeting.
Councillors were asked to send any ideas for the newsletter to Cllr Duncan.
The distribution and costs of the newsletter were discussed.
78. Update on Hedge at 2a Church Lane
The hedge is being cut but not to the level agreed by the Planning Inspectorate.
79. Update on Neighbourhood Plan
Cllr Duncan said that there had been no meeting in August.
The committee are waiting for the first part of the report including the draft policies to be
returned.
A further newsletter will be produced later in the year.
80. Update on Recreation Fund
A meeting was held on the 6 August for residents to give their ideas on what the fund could be spent on, various ideas were put forward.
The committee are looking for new members to join the committee.
81. Planning
139904 To erect 2 no detached chalet bungalows with detached single garages, land adj 16a Ingham Road Stow.
The Council had no objections to this application.
