Minutes of Stow Parish Council Meeting held on Monday 17 September 2018 at Stow Minster Church at 7 pm

Cllr Vickers had a non-pecuniary interest in item 12 the Whipping Post
Cllr Justham had a non-pecuniary interest in the proposed letter to the Diocese of Lincoln
86. Minutes of previous meeting of Monday 16 July
It was proposed by Cllr Turner and seconded by Cllr Vickers to accept the minutes of the last meeting. It was Resolved to accept the minutes as a true copy of the meeting. All in favour
87. Matters arising from Minutes of Monday 16 July
Clerk gave an update on the situation with South Drive Stow, Acis representatives have visited the property and are now following their internal process in relation to the matter.
The Lincolnshire Road Safety Partnership have authorised the 30 mph signs and the Clerk is waiting there delivery.
The memorial plaque has been ordered and the Clerk is waiting to collect it, Cllr Martinson will have a look at the bench to see if it needs any treatment before the plaque is installed.
78/18 should read signs not signes.

The ride to save lives will be going through Stow at approximately 11.48 the signs for this have been placed on the notice boards in the village.
Cllr Justham requested that the Council write to the Diocese of Lincoln for an update on the Mission and pastoral measure 2011 and their letter of 24 November 2015. It was agreed for the Clerk to follow up.

Bank Balance as of 17/09/18 £6806.39 of which £495.00 remaining from the grant from
Freewatt which is ring fenced for the Play Park
On the sheet issued to the Councillors the bank balance was incorrect at £642.39 instead of the correct balance of £6806.39
Cllr Justham requested that the Council also precept to grant Sturton Youth Club £200 to help with their running costs.
It was proposed by Cllr Justham and seconded by Cllr Waudby to accept the accounts information as a true copy. It was Resolved all in favour.
90. To receive and discuss a request from Sturton and Stow Neighbourhood Plan Group to precept
£500 for a contingency fund for items that may not be covered by the grant.
It was proposed by Cllr Justham and seconded by Cllr Vickers and Resolved to agree to precept for £500
all in favour
91. To agree funding for the village Christmas Tree.
It was proposed by Cllr Vickers and seconded by Cllr Turner and Resolved to agree a maximum of £100
for the Christmas Tree
92. To discuss cemetery and play park maintenance programme.
Cemetery hedges have been cut, ditches cleared out and the trees in the middle of the cemetery area has
been tided up. Clerk is awaiting the invoice.
Where Cllr Waudby has sprayed the ivy is dying off. Cllr Waudby agreed to spray again at the beginning of
next season.
It was agreed that maintenance on the hedges should be carried out annually in September.
Clerk to speak to other Clerks on what happens to graves that are no longer cared for by relatives.
Playpark bird spikes have been fitted to the swings and this seems to be making a difference.
The annual play park inspection has been carried out and the two swings need to be moved slightly before
the next inspection.
There is concern that the houses adjacent to the dyke are not looking after their hedges and they are
growing into the fence owned by the Council.
Cllr Hewitt will get a quotation for the hedges to be cut before the next meeting in order for the council to
decide whether this should be the responsibility of the householders or the Council.
93. Update on situation with hedge at 2 Church Lodge Stow
No Change, the council will continue monitor the situation and if necessary refer it back to West Lindsey.
94. Update on Stow Meadow Project
The Clerk has completed the application form and is waiting for approval from the TVC to submit.
95. To agree a way forward Whipping Post
In addition to a new quotation for the work the Clerk has received an offer for the work to be done free of
charge as a gesture of good will for the village which the Council accepted.
