Minutes of the Parish Council Meeting of Stow

Monday 14 November 2022 7.00 pm

Present: Cllr Duncan, Cllr Martinson, Cllr Turner, Cllr Justham, Cllr Hewitt,    Cllr Waudby

In attendance: Mrs L Gibbs, Clerk

Four Members of the public were at the open public forum.

The official Council meeting started at 7.15

288.  Chair’s remarks

Cllr Duncan welcomed everyone to the meeting.

289. Apologies for Absence

Cllr Taylor and sent her apologies due to being on holiday and the Council accepted the reasons for absence.

290. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

291. Minutes of previous meeting of Monday 22 August 2022

It was proposed by Cllr Martinson and seconded by Cllr Waudby to accept the minutes of Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

292. Clerk’s report on matters arising

The Clerk had nothing additional to report.

The accounts were accepted and proposed by Cllr Justham and seconded by Cllr Turner, it was Resolved all in favour to accept the accounts.

b) To agree the budget for 2023/2024

The proposed budget was discussed in detail.

It was proposed by Cllr Turner and seconded by Cllr Martinson to reduce the budget for the play park by £500 and to take out the land registry £1000 reducing the budget to £13210 and Resolved all in favour.

c) To agree the Precept for 2023/2024

It was proposed by Cllr Justham and seconded by Cllr Waudby to keep the precept at £5000 for the next year. It was RESOLVED all in favour.

294. Council and village matters

a) To accept the resignation of the Clerk from the 14th November 2022 and to agree package for new Clerk.

The Council accepted the resignation of the Clerk due to personal reasons and thanked her for her service to the Council over the last 9 years.

The Council noted that the Chairman and Clerk had reviewed the Job Description and Person Specification and they remained appropriate and agreed to advertise the vacancy at LALC, on social media and the notice boards. Closing date is 31 December 2022 and interviews will take place w/c 16 January.

b) To accept the Discipline and Grievance and Reserves policies.

It was proposed by Cllr Waudby and seconded by Cllr Martinson to adopt the two new policies.  It was RESOLVED all in favour.

c) Update on Highways issues

Highways have completed their road traffic survey on Ingham Road and propose a 40mph speed reduction. The Council accepted the proposals but requested that the Clerk respond to Highways to repeat our request that the 30mph speed limit located on a bend be moved another 10 metres out of the village.

d) Update on Stow Bugle

The Autumn edition has been issued.

The next issue will be before Christmas.

Cllr Duncan is looking at ways to get a hard copy to houses that have not subscribed to receiving the Bugle as the quotation received for printing was too high.

It was agreed that the new planter, mentioned in the Bugle, will be placed by the old Stow sign opposite the Rectory.

e) Update on Cemetery and Play park

The new inclusive swing has been installed.

Cllr Waudby offered to top up the graves that have sunk with top soil. Cllr Duncan thanked him for the offer.

f) Update on registering the Parish Land.

The Clerk has had a zoom meeting with Land Registry which has enable her to complete the application form.

The value of the land has been advised as £4000 so the Clerk can find out what the application fees will be.

The deeds will be destroyed by the Land Registry once the land is registered, the Council agreed to get a copy certified instead of sending the original deed, Clerk to find out the cost of the certification for the next meeting.

g) Update on meeting with Northern Power grid

No update has been received from Northern Power Grid as to when the poles will be removed from the play park and the Clerk has chased for an update.

h) Update on phase 2 consultation for the Cottam Solar Project including Green Lane TRO.

Green Lane has been taken out of the plans for access to the site.

Clare Ella has started the process of registering Green Lane as a Public Right of Way. 

i) To discuss the Community Aspirations arising from the Neighbourhood Plan.

The Chairman reminded Council that she had prepared a position statement and asked that members consider what their priorities would be. For further discussion.

144540 – Application land adjacent to West Farm, Normanby Road, Stow – Council’s Comments submitted to WL 19/04/22. Awaiting decision.
