Minutes of Stow Parish Council Zoom Meeting Monday 8 November 2020 11.30 am

75. Apologies for Absence

Apologies were received from Cllr Hewitt, due to the lockdown Cllr Hewitt could not attend the meeting in another person’s home as he does not have internet access.

                       

76.Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

Cllr Duncan had a non-pecuniary interest in item 7 as the Agricultural show has requested a grant and she is on the show committee.

Cllr Martinson had a pecuniary interest in item 18 planning application number 140899

 

77.Minutes of previous meeting of  Monday 7 September 2020

Cllr Justham had a few typing errors to correct and will send them to the Clerk after the meeting.

It was proposed by Cllr Duncan and seconded by Cllr Martinson to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

 

78.Matters arising from Minutes of Monday 7 September 2020

Highways have issued a proposed speed limit order to change the 50 mph to 40 mph on Sturton Road and have sent it out for public consultation.

Cllr Justham has requested an increase in dog bins for the village and is waiting for a call back from West Lindsey District Council.

Cllr Read confirmed that the money allocated from Government for new path ways and cycle ways has all been allocated to Lincoln. He has requested that Stow be considered for any future funding.

The accounts were accepted and proposed by Cllr Justham and Seconded by Cllr Read it was Resolved all in favour to accept the accounts.

 

80. To agree the Councils budget for 2021/2022

In addition to the budget already sent out by the Clerk there has been a request from the Sturton and Stow Agricultural Show for a one off grant of £250 to purchase new signage for the show. The request was accepted by the Council and the Clerk will revise the budget accordingly.

Cllr Turner requested that the Council reduce the precept due to the current pandemic. This was discussed and the Council agreed to not increase the precept for 2021/2022 and to re address it for the next financial year.

It was proposed by Cllr Read and seconded by Cllr Taylor to accept the proposed budget, all in favour and Resolved

 

81. To agree the Precept for 2021/2022.

As per point 80 above.

It was proposed by Cllr Martinson and Seconded by Cllr Justham to not increase the  precept all in favour and Resolved

 

82. To agree salary point for Clerk from November 2020

The Council have agreed to increase the Clerks salary to point SCP 14 and back date it to 1st April 2020.

It was proposed by Cllr Turner and Seconded by Cllr Duncan all in favour and Resolved

 

83. To retrospectively agree the quotation for removal of overhanging tree and removal of arising’s from the site at the Cross Keys.

It was proposed by Cllr Justham and Seconded by Cllr Martinson to accept the quotation, all in favour and Resolved

 

84. To retrospectively agree the quotation/invoice for the new bushes for the play park.

Cllr Turner has sourced and purchased the bushes to fill in the gaps at the play park fence.

It was proposed by Cllr Read and seconded by Cllr Duncan to accept the quotation and invoice, all in favour and Resolved

 

85. To agree payment of invoice from IPI for the play park annual inspection.

It was proposed by Cllr Justham and seconded by Cllr Duncan to accept the invoice all in favour and Resolved.

 

86. Update from last meeting regarding request for volunteering in the village

Two volunteers have offered to be speed wardens for the village.

Clerk has contacted the Lincolnshire Road Safety Partnership regarding a training course but due to the pandemic this cannot be carried out at present.

Cllr Duncan to put a request in the next edition of the bugle for more volunteers for speed wardens.

Cllr Justham has put together a list of current volunteers which is available if Councillors wish to view it.

The council needs to consider the way it engages with volunteers.

 

87. Update on Sturton and Stow Neighbourhood plan

Cllr Duncan gave an update and thanked David Justham for the recent leaflet drop.

The formal public consultation period is underway until the 14 December and people can comment online, by telephone or e mail.

Walk in days had been organised but have been postponed due to the current lockdown, but hope to be able to go ahead after the 2 December.

Cllr Turner congratulated the committee on all the hard work carried out so far.

 

88. Update on play park and cemetery trees and village trees

This item has already been covered in other points above.

 

89. Update on Stow Bugle

Cllr Duncan is looking to do a winter version in January.

Clare Ella has kindly agreed to do a mailing list for people that wish to be included in the distribution of the bugle.

 

90. Update on Stow Recreation Fund Progress

The work on the village clock has now been completed.

The flashing speed sign batteries are being re-charged and replaced as required.

There has been positive feedback on the wheelchair accessible picnic table in the play park and the bench down Green Lane.

The committee is waiting for the planned designs for the new village signs which will then be sent to Highways for approval.

The Council are due to start consultation with parents and children for a new climbing unit for the play park shortly.
