Minutes of Stow Parish Council Meeting held on Monday 18 November 2019 at Stow Minster Church Vestry at 7pm.

 

Present:  Cllr Justham, Cllr Duncan, Cllr Hewitt , Cllr Martinson, Cllr Taylor, Cllr Read, Cllr Turner and District County Councillor Coulson

There were no apologies received

 

83. Declarations of interest in accordance with Localism Act 2011 and any dispensations that may arise.

84. Minutes of previous meeting of Monday 2 September 2019

It was proposed by Cllr Martinson and seconded by Cllr Turner to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.

85. Matters arising from minutes of Monday 2 September 2019

Clerk has contacted Acis to request an update but has not received a reply.

Cllr Justham said that had been no progress on the situation.

The items from the last meeting that are not listed on the agenda will be re addressed at the next meeting.

Cllr Justham requested that the Standing Orders be suspended to bring forward item 13 on the agenda as Cllr Read has to leave the meeting early.

 

86. Update on Neighbourhood Plan

Cllr Read explained that things needed to be done to feed into the NP profiling exercise. 

The NP profile includes the guidelines for future development and Cllr Read and Cllr Duncan have been working hard on any changes required.

They presented the Council with their thoughts and objectives and vision for Stow.

The information has been gathered from the questionnaires received from residents, the school, youth clubs and the walkabout.

 The next NP meeting is Thursday 21 November to condense the vision and objectives of Stow Parish with those for Sturton Parish, a document will then be presented to the Parish Council.

 Cllr Justham thanked Cllrs Read and Duncan for their hard work.

88.  To agree budget for 2020/2021

There was a concern that the play park maintenance and renewals budget was too low, the Clerk explained that the Council would apply for grants for play park renewals not use the precept.

The proposed budget was discussed and it was proposed by Cllr Turner and seconded by Cllr Justham to increase the grass cutting and maintenance section by £500 to cover work carried out by contractors.  It was Resolved to accept this proposal all in favour

 

89. To agree precept for 2020/2021

It was proposed by Cllr Read and seconded by Cllr Martinson to increase the precept to £5000.  It was Resolved all in favour.

 

Cllr Read left the meeting at 7.46 due to other commitments.

 

90. Cemetery and Play park maintenance

Clerk will contact the rubber matting company to see if sections can be replaced.

The play park has been closed due to flooding and Cllr Turner agreed to purchase a lock and chain to lock the gates when the park is closed.

The recreation fund committee is looking at equipment to replace the wooden climbing structure for able and disabled children to be able to use.

Cemetery hedges and trees need some maintenance, Cllr Taylor to speak with Cllr Hewitt to see what is required.

 

91. To discuss Parish newsletter

 Cllr Duncan has completed the first edition of the Stow Bugle and the Clerk has received two quotations for printing. 

It was Resolved to ask Pelican Trust to print the leaflets at a cost of £50.  Clerk to arrange.

 

92. To discuss inviting a Lincoln Road Safety Partnership representative to the next meeting

There was some confusion as to who would be responsible the LRSP or Highways.  Cllr Coulson said that she would make some enquiries.

 Clerk to find out about the larger slow down flashing signs used by Nottinghamshire Council.

 

93. Application from a Parishioner to use spare cemetery land for grazine.

The request has been withdrawn by the applicant.

 

94. To discuss requests raised from recreation fund committe.

Flashing speed signs – as above 92/19

New Climbing frame as above 90/19

Play park fence, one quote received Cllr Martinson to obtain a further quote.

Village benches –Clerk to obtain a quotation to apply for a grant from Cllr Coulson Initiative fund.

 

95. To discuss parking on Parish Land

Clerk/council to look into no parking on parish land signs to replace white stones currently being used.

 

96. Planning

139904 To erect 2 no detached chalet bungalows with detached single garages, land adj 16a Ingham Road Stow. Granted
