Minutes of Stow Parish Council Meeting held on Monday 19 November 2018 at Stow Minster Church Vestry at 7pm.

99. Minutes of previous meeting of Monday 17 September 2018
It was proposed by Cllr Waudby and seconded by Cllr Justham to accept the minutes of the last meeting. It was Resolved to accept the minutes as a true copy of the meeting. All in favour
100. Matters arising from Minutes of Monday 17 September 2018
Cllr Vickers informed the council that there had been no improvement with the situation with South Drive, Clerk to contact ACIS for an update.
Clerk has received a reply from the Diocese of Lincoln regarding the Mission and Pastoral Measure 2011, there is no further update to report.
101. Correspondence

Clerk has received correspondence for Lincoln County Council Emergency Planning Service requesting that two representatives of the council sign up to the emergency
text service which would alert the community if the county emergency centre is activated. Clerk and Cllr Waudby agreed to join the service.

103. To agree Council budget for 2019/2020
A quotation for cutting back the playpark hedge which is a health and safety issue has been received at £500, and with the proposed election costs at £500 the council agreed to increase the budget, it was proposed by Cllr Martinson and seconded by Cllr Vickers and Resolved all in favour.
104.To agree precept for 2019 - 2020 and complete the forms for West Lindsey
It was proposed by Cllr Martinson and seconded by Cllr Vickers to increase the precept to £4700 to and Resolved All in favour. Cllr Justham and Cllr Vickers and Cllr Martinson completed the forms for the Clerk to send to West Lindsey.
105. To discuss Lincolnshire County Council's proposals for Grass Cutting|
The council looked at the proposal for Highways to stop the two cuts per annum in the areas that are not cut by the contractor, a small sum would be paid by LCC to the council to cover the costs of the Parish Council taking on the cutting. The Council agreed that Highways should continue to do the two cuts per annum.
106. To discuss Cemetery and Play Park Maintenance Programme
The spikes purchased for the play park to stop the Pidgeon’s are a success.
Cllr Taylor commented on how nice the cemetery looks, thank you to Cllr Waudby and Cllr and Mr Justham for their hard work.
107. To discuss traffic speed signs and tree issues.
Thank you to Cllr Taylor and David Justham for putting up the 30 mph signs.
Clerk has e mailed Highways on various issues with road speed signs and is waiting a reply.
108. Update on Neighbourhood Plan
Cllr Justham gave an update,
The contract has been awarded to Open Plan Consultants.
Consultation work has started with various ways that the community can get involved at the Christmas Fayres, School, Youth Club.
A questionnaire will be sent to each household.

109. To discuss Winter self help and Mutual Aid
The Council discussed whether it would be viable for the village to be able to participate in the project by having a Snow Warden, delivery points for salt bags to be distributed, and the ability to salt extra roads in addition to the main routes that will be salted as usual by Highways.
They agreed that this would not be workable for Stow
110. To discuss grit bin filling and requests for new grit bins.
As with 109 above the Council discussed this and agreed that this was not required for the village, but the standing grit bin on Ingham road will be filled if possible.
111. Update on situation with hedge at 2 Church Lodge Stow
Clerk was requested to check the permission from West Lindsey to see if the hedge was granted at 1.1 metres from the pavement or the road.
The situation with the position of the crossing is still a matter of concern
112. Update on Stow Meadow project
The Clerk has completed the application form and is waiting for approval from the TVC to submit.
