Minutes of Stow Parish Council Zoom Meeting Monday 4 May 2021 7.00 pm

Present: Cllr Justham, Cllr Duncan, Cllr Martinson, Cllr Turner, Cllr Read, Cllr Taylor,

131.  Election of Chairman and signing of declaration of acceptance of office.

Cllr Read and Cllr Justham proposed Cllr Duncan, there were no other nominations and Cllr Duncan accepted the post of Chairman and signed the declaration of office.

Thanks were given to Cllr Justham and Cllr Turner for their commitment to the Council.

132. Election of Vice Chairman and signing of declaration of acceptance of Office

Cllr Read and Cllr Duncan proposed Cllr Turner, there were no other nominations and Cllr Turner accepted the post of Chairman and signed the declaration of office.

133. Apologies for Absence

Cllr Hewitt sent his apologies; due to Covid restrictions he was unable to attend the meeting.

134. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

There were no declarations of interest received

135. Minutes of previous meeting of Monday 15 March 2021

Amendment to item 119 should read that the work has been started on St Mary’s Close but within days the verges had been driven over again and were back to the original state.

It was proposed by Cllr Justham and seconded by Cllr Taylor with the above amendment to accept the minutes of Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

136. Matters arising from Minutes of Monday 15 March 2021

There were no matters arising that were not otherwise on the agenda.

137. To agree final accounts for 2020/2021

The final accounts prepared by the Clerk and audited by the Internal Auditor were proposed by Cllr Turner and Seconded by Cllr Justham, it was RESOLVED to accept the final accounts.

138. To agree and sign the Certificate of Exemption

Proposed by Cllr Taylor and Seconded by Cllr Martinson to accept the certificate with the Clerk sending an explanation to the Auditors concerning the Grant for Small Business Rate Relief which has increased the Council’s income this year only, which still remains under the £25k threshold for exemption.

139. To accept and sign the Audit Annual Governance Statement for 2020/2021

Proposed by Cllr Turner and Seconded by Cllr Martinson to accept and RESOLVED.

140. To accept and sign the Audit Accounting Statements for 2020/2021

Proposed by Cllr Read and seconded by Cllr Justham to accept and RESOLVED.

141. Authorisation of payments and receipts made since the last meeting 15 March 2021

The accounts were accepted and proposed by Cllr Turner and Seconded by Cllr Justham, it was Resolved all in favour to accept the accounts.

142. To accept Council Insurance for 2020/2021

The new quotation has not been received by the Clerk, the Council agreed to accept the quotation by e mail. The Council are in a three-year agreement with Came and Co but there will be an increase this year due to the addition of the flashing speed signs and street furniture purchased.

It was proposed by Cllr Read and seconded by Cllr Turner to agree to accepting the Insurance by e mail and RESOLVED

143. To renew ICO data protection fee

It was proposed by Cllr Read and Seconded by Cllr Justham and RESOLVED all in favour.

144. To review and accept the Council’s policies and asset register

The Council accepted the Standing Orders, Financial Regulations. Risk Management Assessment, Code of Conduct, Environmental Policy, Data Protection Policy and Safeguarding Policy and Asset Register and RESOLVED all in favour.

145. To appoint and Internal Auditor for 2021/2022

The Council agreed to appoint Elizabeth Harrison as the Internal Auditor for a further year and agreed to purchase a gift voucher as a thank you.

Proposed Cllr Justham and seconded Cllr Martinson and RESOLVED.

144. Update on Highways issues

Cllr Read gave an update on the zoom meeting held with Cllr Justham and Cllr Butroid, its aim was to find out the best way to properly initiate jobs to Highways and to create a good tracking and feedback system and to discuss current jobs for Highways.

Cllr Butroid undertook to arrange a meeting with Highways and Acis to discuss the following: -

- South Drive and St Mary’s Crescent – Deterioration of road, damage to verges and insufficient space for parking.

- Church Road – Condition and elevation of some of the road, Flooding and sewage leakage.

- Stow Park Road – by entrance to cemetery, flooding and freezing

- Highways have a camera and roots team that may be able to attend the sites to see why they are flooding.

- Ingham Road 30mph sign position

- There are statutory restraints that need to be checked before public consultation.

- Normanby Road – Traffic speed at approach to access to houses, possibly a “Concealed entrance” sign may help?

- How to initiate extension of pavements and cycle ways, on Normanby Road from the 30 mph sign to the flat – top houses.

145. To approve the draft Sturton and Stow Neighbourhood plan before submission to West Lindsey

Prior to the meeting Councillors had sight of the Sturton by Stow and Stow Neighbourhood Plan 2019 - 2036 Regulation 16 submission draft, the proposed amendments outlined in the Outstanding Issues document and the revised Policy Maps 2.1 and 2.2.  Members approved the Regulation 16 draft Plan subject to incorporation of the attached amendments and agreed to Sturton and Stow Neighbourhood Plan Group submitting the draft Plan, on its behalf, to West Lindsey District Council.

146. Update on play park

Cllr Justham advised the Council that the temporary fencing will not last permanently.

The newly planted hedging has all taken.

The area around the flooding at the top corner of the play park needs a more permanent fencing and the Clerk will look into this for the next meeting.

There has been reports of children going through the fence at the top of the play park into the field with the pond.  It was suggested that the Council speak to the land owner about putting a fence up the play park side. Cllr Taylor offered some fencing for this purpose when the land owner has been contacted.

Clerk to order more bird spikes for the play equipment.

The bin in the play area has been damaged, Cllr Justham will keep an eye on it to see if it needs to be replaced.

Cllr Justham and Cllr Martinson to speak to the family about removal of the old climbing unit.

147. Update on cemetery

Thank you to the Waudby family for clearing the ditch.

The gates will be refurbished during May by a volunteer.

Clerk has received a form from the Valuation Office concerning the cemetery which she will complete and return asap.

127. Update on the Stow Bugle

The Spring edition has gone out and Cllr Duncan asked that any suggestions for the next issue, which should be July, to be sent to her asap.
