Minutes of Stow Parish Council Meeting held on Monday 13 May 2019 at Stow Minster Church Vestry at 7.00 pm.

Present: Cllr Justham, Cllr Duncan, Cllr Hewitt, Cllr Martinson, Cllr Read, Cllr Taylor

In Attendance: Mrs L Gibbs Clerk to the Council 

Public Question Time

There were no members of the public attending the meeting.

Clerk welcomed Cllr Read and Cllr Duncan to the Council and thanked Cllr Waudby and Cllr Vickers for their services to the Council.

 

32. Election of Chairman and signing of Declaration of Acceptance of Office

Cllr Hewitt and Cllr Martinson proposed Cllr Justham, seconded by Cllr Read, there were no other nominations and Cllr Justham accepted the post of Chairman and signed the declaration of acceptance of office form.

33. Election of Vice Chairman and signing of Declaration of Acceptance of Office

There were no nominations and Cllr Turner had agreed prior to the meeting that he would accept the post. Declaration of acceptance of office to be signed at the next meeting.

34. Apoligies for absence

Cllr Turner sent his apologies due to work commitments.

35. Declarations of interest in accordance with localisim Act 2011 and any dispensations that may arise

Cllr Taylor had a pecuniary interest in item 23 on the agenda planning application no 139314

36. Minutes of previous meeting of Monday 11 March 2019

It was proposed by Cllr Justham and seconded by Cllr Taylor to accept the minutes. It was Resolved to accept the minutes as a true copy of the meeting all in favour.

37. Matters arising from the minutes of the meeting Monday 11 March 2019

There were no matters arising

38. Correspondence received

Police report 1/4/2019 - 28/4/2019 9 thefts, 1 burglary, 1 criminal damage, 2 vehicle crime

Lincolnshire County Council Highways Dept have informed the Council regarding a footway and verge problem in the village that they are monitoring.

The ride to save lives are again riding through the village on Sunday 22 September and will send futher information

39. To agree final accounts for 2018/2019

The final accounts prepared by the Internal Auditor were proposed by Cllr Taylor and seconded by Cllr Hewitt it was Resolved all in favour to accept the accounts

40. To agree and sign the certificate of exemption

Proposed by Cllr Justham and seconded by Cllr Duncan and Resolved to accept the certificate

41. To accept and sign the Audit Annaul Governance Statement for 2018/2019

Proposed by Cllr Duncan and seconded by Cllr Read and Resolved 

42. To accept and sign the Audit Accounting Statement for 2018/2019

Proposed by Cllr Martinson and seconded by CllrJustham and Resolved

Bank balance as of 13 May 2019 £9236.97 of which £495.00 remaining from the grant from Freewatt which is ring fenced for the new gate in the play park

Proposed by Cllr Taylor and seconded by Cllr Duncan to accept the accounts information as a true copy and Resolved all in favour

44. To agree release of grant to Sturton Parish Council for Neighbourhood Plan

The grant of £500 which was agreed on agenda item no 103/18 on the 19 November when agreeing the Council Budget for the year 2018/2019

Proposed by Cllr Justham and seconded by Cllr Martinson and Resolved 

45. To agree release of grant to Sturton Youth Club

The grant of £200 which was agreed on agenda item no 103/18 on the 19 November when agreeing the Council Budget for the year 2018/2019

It was proposed by Cllr Duncan and seconded by Cllr Read and Resolved

46. To review the Councils Financial Regulations, Standing Orders, Code of Conduct, Risk Management Mission Statement and Asset Register

Cllr Read commented that he had some reservations with the Code of Conduct and was aked by Cllr Justham to write an addition for the Council to review at the next meeting.

47. To appoint an Internal Auditor for the year 2018/2019

Mrs Elizabeth Harrison has kindly agreed to carry out this service to the Council for another year and the Council thanked her for her hard work.

It was proposed by Cllr Justham and seconded by Cllr Martinson and Resolved

48. To accept the Councils Insurance for the year 2018/2019

It was proposed by Cllr Martinson and seconded by Cllr Taylor to accept the three year long term agreement from Came and Company for £287.71 and Resolved

49. To renew ICO Data Protection fee for 2018/2019

It was proposed by Cllr Justham and seconded by Cllr Duncan to renew the ICO protection fee and Resolved

50. To discuss Cemetery and Play Park Maintenance programme

Cllr Justham gave a report on the play park and cemetery

The play equipment is reasonable and allows room for ball play

The grass cutting and strimming in both areas is ongoing project with a new contractor

There was concern about the weeds coming through the matting. Clerk to investigare what other councils do with the problem

New gate for play park is being made and should be in situ within a few weeks.

51. Update on Acis visit

The representatie from Acis came out and met with the Clerk and Cllr Justham

There are various areas that she is trying to clear up and is looking to try and create more parking spaces

Yellow paint will be painted on the steps in the ally way to help in the dark

Overhanging and overgrown hedges will be requested to be cut

Saxilby Fire station will be asked to look at the parking problem for emergency vehicles.

52. Update on hedge at 2a Church Lane

Clerk to request a further highways visit and enforcement office vist to re address the situation with the hedge and also the position of the crossing.

53. Update on Neighbourhood Plan

Cllr Read explained the proess and that there had been a good response to the questionaire for a small village. Two walkabouts are taking place in May.

The school and youth club are also doing a consulation and all resutls are on the NP website

54. Planning

138097 Applicatin for approval of reserved matters for the erection of 2 dwellings land adj 25b Church Road Stow Appeal Granted 

139314 Application for outline planning to erect up to 4 no dwellings with access to be condsidered and not reserved for subsequent applications land south of Ingham Road Stow
