Minutes of the Parish Council Meeting of Stow

Monday 13th March 2023 7.00 pm

308.  Chair’s remarks

Cllr Duncan welcomed everyone to the meeting.

309. Apologies for Absence

Cllr Taylor sent her apologies due to being on holiday and the Council accepted the reasons for absence.

310. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

There were no declarations of interest

311. Minutes of previous meeting of Monday 11th January 2023

It was proposed by Cllr Justham and seconded by Cllr Waudby to accept the minutes of the Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

312. Clerk’s report on matters arising

It was stated that we are still awaiting confirmation for the Road closure for the Street Party on Sunday 7th May, which will be chased up in the coming weeks.

Expenditure

The accounts were accepted and proposed by Cllr Turner and seconded by Cllr Martinson, it was Resolved all in favour to accept the accounts.

b) LALC Subscription and Training Scheme invoices were agreed.  Proposed by Cllr Justham and seconded by Cllr Waudby, all in favour.

314. Council and village matters

a) Update on Highways issues

Some work has been done on the footpaths in the way of patching up but they are yet to have the top layer and it was asked if we could check if the path on Normanby Road in front of the Post House was on the list for repairs too?

Cllr Butroid stated that half a million pound had been put forward by the County Council into the Traffic Restriction Orders and they are looking at further investment into Highways.  Cllr Duncan thanked him for his help in the matter.

There was one amendment for the 15th May to be changed 22nd May, all meetings at 7.00pm. They were accepted, proposed by Cllr Martinson and seconded by Cllr Waudby, all in favour.

c) Review of Council Objectives

Everyone had received a copy of the objectives and it was agreed things were taking shape, but there is still work to be done on identifying lead roles for example. It will be up to the new Council to agree a way forward.

d) Update on Stow Bugle

Cllr Duncan was thanked for her work, she stated she is happy to carry on until someone is willing to take over.  The next issue will be going out in a few days.

Cllr Duncan is still looking at ways to get a hard copy to houses that have not subscribed to receiving the Bugle as the quotation received for printing was too high.                  

d) Update on Cemetery and Play park

Cllr Waudby has now been able to top up the graves that have sunk with top soil due to the weather.

Cllr Waudby has also cut of the hanging chains on the swings, as the safety report requested.

To get the Play Park registered with the Land Registry it was stated that we needed an address to use for the site, it was recommended we ask the Parochial Church Council if we could use the Church address.  Proposed by Cllr Justham and seconded by Cllr Turner.

Cllr Hewitt noted a new gravestone in place which we didn’t know was being erected, however, the original form was sent in November and we are now in the process of recovering payment.

f) Update with Northern Power grid on the Play park work

Northern Power Grid have confirmed the work for the poles and cables to be removed from the play park is going ahead and has been allocated to an engineer.  We do not have a timescale.

f) Update on phase 2 consultation for the Cottam Solar Project.

It was confirmed that all agreed with the comments drafted and that we would now register our interest with the Planning Inspectorate.

Cllr Duncan suggested we reconvene the Sturton and Stow Neighbourhood Planning Group jointly with Sturton on Stow to look at the Cottam plans in light of the neighbourhood plan policies as well as subsequently to review the Plan in the light of the revised Central Lincolnshire Local Plan (CLLP).  This was proposed by Cllr Justham and seconded by Cllr Waudby, all in favour.

g) To discuss the Community Aspirations arising from the Neighbourhood Plan.

Since being printed in the Bugle there has been some response:

  1. For extra dog litter bins along the Normanby Road/Coates Lane.
  2. Speed restricting on School Lane, by either speed humps/signs/restriction for residents.

Cllr Duncan has asked for views from residents in the latest edition of the Bugle.

 

 

315. Planning Applications for information only

None to report.

316 Councillors’ reports

Cllr Turner stated the Flagpole had now been painted and would be erected in a couple of weeks.

Cllr Turner had also had a meeting with Police Inspector Mike Hey, who is very keen to be informed of anything of concern to us. Cllr Justham asked for a photo for us to put on the notice board so people will be aware of who to contact.

Cllr Martinson reported that the bench is ongoing and he is looking at costing the wood.

Cllr Duncan presented Louise Gibbs with a gift and thanked her for the all the service/help she had given the Council over the last 9 years.
