Minutes of Stow Parish Council Meeting Monday 14 March 2022 7pm held in Stow Minster

There were no declarations of interest on the items on the agenda.

 

228. Minutes of previous meeting of Monday 21 February 2022

It was proposed by Cllr Read and seconded by Cllr Taylor to accept the minutes of Parish Council Meeting as a true copy of the meeting and resolved.

 

229. Matter arising from the previous minutes

211 The Parish Council had received confirmation from Stow PCC that any future costs relating to any ongoing maintenance of the clock winding mechanism would be shared by the PCC and the PC from the ring fenced budget regarding Stow Recreation Fund projects to be held by the Parish Council.

215 The Clerk had forwarded the collated e mails regarding the transformer on Ingham Road to the members. Cllr Read reiterated that although West Lindsey Planning had advised that due process had been followed, it had not, and that the PC should write a complaint. Cllr Coulson agreed to arrange a site visit with all parties to find a way forward.

219 The next draft edition of the Bugle has been circulated to the Council and will be issued after the meeting of Stow Recreation Fund on the 21st March.

Of which £1729.04 is ring fenced from Stow Recreation Fund for an inclusive piece of play equipment.

The accounts were accepted and proposed by Cllr Martinson and seconded by Cllr Justham. and Resolved all in favour to accept the accounts.

 

231. To agree the annual SCP increase to point 16 for the Clerk

Following the Clerk’s annual appraisal, Cllr Duncan recommended a point increase to

SPC 16.

It was proposed by Cllr Turner and seconded by Cllr Read and Resolved all in favour

 

232. To agreed LALC subscription for 2022/2023

It was proposed by Cllr Martinson and seconded by Cllr Turner and Resolved.

 

233. To agree and sign the annual Community Levy Report

It was proposed by Cllr Martinson and seconded by Cllr Taylor for Cllr Duncan to sign the report and resolved.

 

234. To Accept the resignation from Cllr Read

It was proposed by Cllr Justham and seconded by Cllr Taylor and resolved to accept Cllr Read’s resignation. Cllr Duncan thanked Cllr Read for all his hard work, time and commitment to the Council

 

236. To consider adoption of the NALC Legal Topic N LTN8 Elections and Co-option and to agree Stow Parish Council’s Co-option Notice.

It was proposed by Cllr Justham and seconded by Cllr Hewitt and resolved all in favour.

 

237. Update on purchase of Jubilee tree and to arrange for the planting ceremony.

It was agreed that Cllr Turner should purchase a three to four year old Whitebeam tree up to the value of £50, and the planting ceremony would be held during the Jubilee Celebration weekend in the village.
 

Cllr Martinson kindly offered to donate a cast iron bench to the village to be placed near to the tree, as that at the junction of Ingham Road and South Drive.

There will be a site meeting before the Annual Parish Meeting on the 9th May to decide the position of the bench.

It was proposed by Cllr Hewitt and seconded by Cllr Turner to accept Cllr Martinson’s kind offer and to agree to Cllr Turner purchasing the Jubilee tree and resolved all in favour.

Stow Parish Council has planted 100 young tree saplings in the Parish field (down Fleets Lane), 25 each of Silver Birch, Hornbeam, Alder and Wild Cherry. Our little bit towards helping to reduce global warming.

238. Update on Sturton and Stow Neighbourhood Plan (NP).

Subject to modifications the plan has been passed, the NP committee have fact checked the draft plan. As and when the Examiner’s final report is received, the required modifications will be made. The next stage is the referendum, which is organised by West Lindsey

 

239. Update on meetings with Highways and Acis.

Cllr Read informed the council that there were two important areas that the Council need to make a decision on.

  1. The proposed one-way system on Stow Park Road from the east of the Cross Keys as this is a very dangerous junction.  Clerk to contact Jo Phillips at Highways to find out the criterion we would need to meet.
  2. To consult with the residents of Ingham Road regarding the positioning of the 30mph sign.  Clerk to contact Jo Phillips at Highways to find out the criterion.

There have also been reports of traffic going the wrong way down the one-way street School Lane.  Cllr Butroid suggested that photographic evidence was required which should then be reported to 101.

The potholes on Church Road to Normanby Road have not been repaired sufficiently, and Cllr Butroid will report this back to Highways.

 

240. Update on Cemetery and Play Park.

The cemetery dyke is running clear.

 

The charge for the Annual Play park inspection from ROSPA is £73.50 plus vat, it was proposed by Cllr Justham and seconded by Cllr Turner to go with ROSPA for another year and resolved.

 

241. To discuss arranging a tree survey after the recent storms.

It was proposed by Cllr Justham and seconded by Cllr Martinson to ask the Clerk to arrange a survey of the trees owned by the Parish Council, for a budget of up to £250 and resolved.

 

242. To discuss the Queen’s Platinum Jubilee

West Lindsey Platinum Jubilee Grant has been applied for by the Clerk, which will go towards the celebrations.

A road closure application has been submitted by the Clerk for the 4th and 5th June.

Council will need to agree on the wording for the plaque for the bench donated by Cllr Martinson.

243.Update on Planning Applications

144010 – Planning application for change of house types to previously approved scheme 136472 18 South Drive Stow.

244. To agree meeting dates for 2022/2023

It was proposed by Cllr Justham and seconded by Cllr Martinson to accept the dates proposed by the Clerk with the change of the September date to August 22nd and resolved.

245. Meeting ended 8.10 Next Meeting Annual Parish Meeting Monday 9th May 6pm and Annual Parish Council Meeting Monday 9th May 7pm.
