111.Minutes of previous meeting of Monday 11 January 2021

It was proposed by Cllr Read and seconded by Cllr Turner to accept the minutes of Parish Council Meeting as a true copy of the meeting, subject to an amendment to Item 95 which should read: Cllr Justham explained that because of the complexity of the issues when members of the public offer to volunteer in the village the Council needs to ensure that this is co-ordinated correctly.  It was Resolved  All in favour

The accounts were accepted and proposed by Cllr Duncan and Seconded by Cllr Justham it was Resolved all in favour to accept the accounts.

114. To agree annual SCP increase for Clerks Salary

The Council agreed to increase the Clerks salary as of 1st April 2021 to SCP 15 at £12.24 per hour with the new 2021/2022 rate being backdated to April when it is published later in the year.

It was proposed by Cllr Justham and seconded by Cllr Read to accept the proposal and Resolved

115. To agree for Clerk to apply for Council debit card.

The Council agreed for the Clerk to order a debit card for the council with the agreed spending limit of £250 as per the Financial Regulations.

It was proposed by Cllr Turner and Seconded by Cllr Taylor and Resolved all in favour.

116. To agree LALC subscription for 2021

It was proposed by Cllr Duncan and Seconded by Cllr Taylor to renew the subscription of £140.38 it was Resolved all in favour.

It was agreed to swap item 10 and item 11 on the agenda around.

117. To agree Councils objectives proposed on the 26 January 2021

Cllr Read gave an update on the Councils objectives that were discussed on the 26th January 2021.  There are no dates set for achieving these objectives, but the document lists the goals that the Council wishes to achieve.

These will be published in the next edition of the Bugle and on the website.

Proposed by Cllr Read and seconded by Cllr Turner to accept the objectives and RESOLVED all in favour.

118. To agree specific roles for Councillors

Cllr Read has produced a table of the roles currently carried out by Councillors and supported by parishioners. This includes various responsibilities that are being monitored and various areas that need to be monitored in the future.

The information was proposed by Cllr Read and seconded by Cllr Martinson and RESOLVED all in favour.

 

 

119. Update on Highways issues in the village including Normanby by Stow suggested signage.

Cllr Read confirmed that the work had started on the St Marys Crescent verge.

Other outstanding issues are held up due to the backlog caused by Covid.

The moving of the 30mph sign on Ingham Road and a hidden entrance sign at Normanby by Stow to be discussed with Cllr Butroid.

A meeting will be arranged with Cllr Butroid to chase up the outstanding issues.

120. Update from last meeting regarding request for volunteering in the village, Speed Watch Wardens.

The Clerk has not received any further offers of volunteering in the village and more offers of help will be needed before any Speed Watch training can go ahead.

121. Emergency planning for the village.

Cllr Duncan suggested that links with the surrounding hamlets should be set up to have a co-ordinator in each area should there be an emergency.

122. Update on tree stump and planting of new tree

The Council agreed to have the Sycamore tree stump ground out and removed and a new tree to be planted in the Autumn.

Proposed by Cllr Justham and seconded by Cllr Turner and RESOLVED all in favour.

123. Update on tankers going through village

At present the tankers have stopped going through the village early in the morning.

Cllr Coulson is looking into when this will start up again and why they are coming through the villages and not using the main roads.

There is an offer to visit the two sites in Skellingthorpe and Willingham if any Councillors wish to attend.

124. Update on Sturton and Stow Neighbourhood plan

There was a good response from the consultation.

Cllr Duncan said that it has taken time to collate all the comments and the Plan Group responses, this document has now been sent to the Consultants for collating of the documents.

The revised documents will go to West Lindsey, who will send the documentation to the Inspector. In due course the Plan will go out to referendum, which it is hoped will be in Autumn all being well.

 

The whole team were congratulated on their hard work.

125. Update on play park and to agree the purchase of new climbing unit and fence for flooding problem.

A representative from Wicksteed has attended the play park and advised the council on a new climbing unit.

The council agreed option 4 with the Clerk to ask to clarify certain things before ordering the equipment.

When it has been ordered it was suggested that a picture of the unit be put on the entrance to the play park to let people know what is coming. Cllr Duncan will also include it in the next issue of the Bugle.

It was proposed by Cllr Martinson and seconded by Cllr Justham to accept quotation 4. It was RESOLVED all in favour.

A request for more accessible equipment to be considered for future purchases for the playpark was received.

The water in the area of the playpark where it floods has receded at present, the Council will consider a new natural fence to replace the temporary one, possibly to be erected in the Autumn.

126. Update on cemetery including the cemetery slope and painting of the gate by a volunteer.

The Cemetery dyke is currently being assessed for flooding and the issues are being addressed by the Council.

The Council are investigating the best way to make the entry slope more accessible.

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the offer of a resident painting the gates. It was RESOLVED all in favour.

127. Update on the next issue of Stow Bugle

The next edition of the Bugle is scheduled for the end of April.

It was agreed that a profile piece on the Councillors would be included with Cllr Hewitt being the first profile.

Cllr Duncan suggested that a welcome pack be put together for new residents of Stow, the Council were in agreement.

129. To agree meeting dates for 2021/2022

The new dates for 2021/2022 were accepted by the Council

The Council agreed to the meeting, Zoom or face to face, being held at 7pm.

130. Meeting ended 12.55 Next Meeting Monday 10 May Annual Parish Meeting 6.30 and Annual Parish Council meeting 7.00 pm (Venue to be decided depending on Covid restrictions)
