Minutes of Stow Parish Council Meeting held in Stow Minster Church Vestry on Monday 11 March 2019 at 7pm

Present: Cllr Justham, Cllr Hewitt , Cllr Turner, Cllr Vickers, Cllr Martinson, Cllr Taylor, Cllr Waudby

17. Apologies for Absence

There were no apologies received             

18.Declarations of interest in accordance with Localism Act 2011 and any dispensations that may arise.

Cllr Justham had a non-pecuniary interest in item 12 on the agenda 2 Church Lodge Hedge.

19. Minutes of the previous meeting dated 14 January 2019

It was proposed by Cllr Vickers and seconded by Cllr Justham to accept the minutes of Parish Council Meeting.

It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

20. Matters arising from the minutes of the meeting on the 14 January 2019

Clerk has received an e mail from Adele Moore at Acis who has taken over from Taylor Gibson as Area Manager and is

arranging a site visit.

Cllr Justham asked for help from the Councillors to clear the debris from the hedge cutting in the play park when the

weather improves.

21. Correspondence Received

Clerk has received the Public Liability Insurance Certificate from the new contractor.

Bank balance as of 11 March 2019 £5295.73 of which £495.00 remaining from the grant from Free Watt which is

ring fenced for the Play Park.

It was proposed by Cllr Turner and seconded by Cllr Justham to accept the accounts information as a true copy.

It was Resolved all in favour.

23. To discuss Cemetery and Play park maintenance programme.

Cllr Justham requested that more fencing for the Playpark is discussed at a future date.

The hedge is to be cut on a regular basis.

Cllr Justham has planted primrose and violets in the cemetery.

Clerk to get a price for Di art to treat the playpark fence.

24. To discuss quotation for new play park gate.

Clerk has obtained quotations from two suppliers.

The Council voted to accept the quotation from Neville Barnes Limited for 455.20 plus vat plus fitting £120 plus vat.

Cllr Martinson will speak to supplier regarding the closing options.

Proposed by Cllr Waudby and seconded by Cllr Hewitt it was Resolved all in favour

25.To discuss Parish Land at Fleets Lane

The dyke on the roadside next to the land is not being kept clear, Clerk to write to occupier to clear the dyke.

The council agreed not to increase the rent.

26. Update on Traffic speed and signs issue.

Clerk to request a visit from the Highways Officer.

Clerk to chase highways on trimming of tree request.

27. Update on Neighbourhood Plan

Cllr Justham gave an update,

The results of the resident’s questionnaire have been collated.

Quantity of returns show 29.7% Sturton and 30.5% Stow

28. Update on situation with hedge at 2 Church Lodge Stow

Hedge not being kept to required height, Clerk to contact Enforcement Officer and West Lindsey.

29. Update on Stow Meadow Project

No further update

30. Planning

138097 Application for approval of reserved matters for the erection of 2 dwellings land adj 25b Church Road

Stow Refused gone to appeal.

31.To agree meeting schedule for 2019/2020

Proposed meeting schedule was agreed

Meeting ended at 8.27 next meeting Annual Parish Meeting Monday 13 May 2019 7pm and Annual Parish Council Meeting 8pm
