268.  Chair’s remarks

Cllr Duncan welcomed everyone to the meeting

269. Apologies for Absence

There were no apologies of absence.

270. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

Cllr Taylor declared a pecuniary interest in item 8 planning application number 144540 as the application is from a member of her family.

271. Minutes of previous meeting of Monday 9 May 2022

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the minutes of Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

The Chair suspended standing orders in order for item 7c and 7i to be bought forward on the agenda as Cllr Butroid had to leave the meeting to attend another meeting.

272. Council and village matters

c) Green Lane

Cllr Duncan explained the concerns of the Council and residents of the Parish on the use of Green Lane for construction traffic for the Cottam 1 solar project.

Cllr Butroid explained that at present highways are taking approximately 12 months to resolve requests for Traffic Regulation Orders. Cllr Butroid agreed for the Clerk to officially write to him and request that a Traffic Regulation Order be applied for Green Lane.

Cllr Butroid explained that the County Council is fighting the proposals due to the land being 3a or 3b agricultural land and this goes against the Government’s policies, and that they are trying to stop the project though the Planning Executive.

Cllr Butroid suggested a meeting be held with the Chairs of all the parishes affected by the project. Cllr Duncan would be interested, but is due to be away on holiday.


i) To discuss the phase 2 consultation for the Cottam 1 Solar Project.

The Parish Council have considerable concerns regarding the use of agricultural land. The construction traffic would be big enough to carry at least 2 shipping containers, the size and weight of construction traffic on Ingham Road and Green Lane would cause severe problems as the roads are not built for this type of traffic.

The Phase 2 consultation shows that a few fields have been taken out of the project but the Ingham Road properties affected still have solar panels surrounding them.

There will be constant noise from the tracking panels.

Cllr Duncan has drafted a response to the consultation, which she will circulate for comment and the Clerk will send out by the end of the week.

Cllr Butroid confirmed that the site would have high deer fencing both sides of the public rights of way and cctv in operation.

The battery storage is a fire risk as the lithium batteries cannot be put out if they were to catch fire, just controlled.

Cllr Duncan thanked Cllr Butroid for the information and he left the meeting

 

The Chair unsuspended the Standing Orders at this point to continue the meeting.

Of which currently £5000 is ring fenced from Stow Recreational Fund for an inclusive piece of play equipment, the remaining £5622.23 SRF balance is being ring fenced for future SRF maintenance projects.  

The accounts were accepted and proposed by Cllr Martinson and seconded by Cllr Justham, it was Resolved all in favour to accept the accounts.

b) To accept quotation for the chosen piece of inclusive play equipment for playpark

Councillors had a meeting in the playpark on the 31 May 2022 and recommend the purchase of the Mini Swing from Wicksteed at a cost of £4531.13 to be purchased with the £5000 grant from Stow Recreation Fund. It was proposed by Cllr Justham and seconded by Cllr Waudby to accept this recommendation and RESOLVED all in favour.

275. Council and village matters.

a) Update on Sturton and Stow Neighbourhood Plan
The referendum was held on the 26th May with a 18.5% turnout.

It was formally presented to West Lindsey on the 7th July and the plan was made (formal term).

Cllr Duncan will look at the community aspirations by the end of the Summer and draft a report for Council.

b) Update on Highways issues

Clerk has been chasing Joe Phillips for an update but has had no response.

d) Update on Stow Bugle

Next edition due early August

e) Update on Cemetery and Play park

The cemetery hedges have been cut by the contractor and both areas are looking good.

f) To discuss the tree survey and any action required

The Council discussed the recent tree survey and decided to take no action on the three trees on the village green at present but to monitor the situation.

g) Update on meeting with Northern Power grid

Cllr Waudby informed the Council that a letter had been received (at his parent’s property) concerning the changes that have been proposed by NPG which show that the poles will be removed from the play park and the transformer reposition on the Waudby land.

Clerk to chase NPG for a confirmation update.

h) To discuss the way forward in registering the Parish Land.

Clerk was instructed to confirm costs to move forward with this project.

J) De brief on the Jubilee Celebrations.

Considering the weather, the celebrations were a success, the West Lindsey grant subsidised both days. Formal thanks will be passed on to Stow Fun Raisers, who along with the Cross Keys, organised the events.

276. Planning Applications for information only

144010 – Application for change of house types to previously approved scheme 136472 18 South Drive. Comments submitted to WL, additional comments to be submitted on the amendment to the application. Council’s comments submitted to WL 16/05/22. Awaiting decision.

144540 – Application land adjacent to West Farm, Normanby Road, Stow – Councils Comments submitted to WL 19/04/22. Awaiting decision.

144925 – Application to erect 1 no dormer dwelling plot 2 land adj 16a Ingham Road, Councils Comments submitted to WL 19/04/22, Permission Granted 7/7/22
