Minutes of Stow Parish Council Meeting Monday 12 July 2021 7pm held in Stow Minster Chancel

Public Question Time

Cllr Coulson attended the meeting and gave an update on what she had been doing over the past few months.  As well as attending Parish Council meetings she has been working with residents who have contacted her. She sits on various committees at West Lindsey.

The Climate Change Strategy and Action Plan was approved at West Lindsey Full Council.

The consultation for the Central Lincolnshire Local Plan Review is underway and out for 8-week consultation.

152. Minutes of previous meeting of Tuesday 4 May 2021

It was proposed by Cllr Read and seconded by Cllr Martinson to accept the minutes of Parish Council Meeting as a true copy of the meeting, subject to an amendment to Item 135 which should read: St Marys Crescent not Close and 132 should read Vice Chairman and not Chair. It was Resolved All in favour

Bank Balance as of 12 July 2021 £22,818.86 of which £500 is ring fenced for the play park.

It was requested that the items ordered and monies ring-fenced should be shown.

£10,500 is ring fenced for the new play equipment.   

The accounts were accepted and proposed by Cllr Taylor and seconded by Cllr Justham. It was Resolved all in favour to accept the accounts.

155. To agree Report for Community Infrastructure Levy for submission to West Lindsey.

The Council agreed for the Clerk to submit the report to West Lindsey.

It was proposed by Cllr Turner and seconded by Cllr Read and Resolved

156. To receive report from David Justham on the registering of Parish Land and to agree the way forward.

The Council thanked David for all his research and hard work and agreed to ask David to formally apply for registration at the land registry. It was proposed by Cllr Taylor and seconded by Cllr Read and Resolved.

157. To discuss and agree the Council’s comments on the Draft Central Lincolnshire Local Plan.

The plan is out for consultation and the Councillors were asked to look at the plan online and send any comments to Cllr Duncan or the Clerk, copying all in, so that they can be sent as a Council. Cllr Duncan will check if a paper copy is being made available for viewing by those not on the internet.

158. To discuss the options for new bins for the village as suggested at the Annual Parish Meeting.

There is a charge for West Lindsey to supply new bins and the Council were unsure of the requirement for new bins so this item was deferred until a later date.

159. To discuss mapping of the village footpaths.

The Council discussed this and agreed that a mapping of the footpaths was not necessary in the village, but agreed that an article in the next edition of the Bugle should remind residents that properties that border the footpaths have a legal responsibility to make sure that their hedge/trees do not hang over or block the footpaths.

160. Update on meetings with Highways and Acis.

Cllr Read has had a meeting with the Highways Officer and Acis regarding the problems in the village and the time taken to resolve these issues.

One area of the village has various problems.  A meeting will be called with residents so that these problems can be discussed to find a way forward.

Some of the works have now been completed and dates advised for further works including moving of the crossing which is in a dangerous position scheduled for first week of August.

School Lane and Church Road have been marked out for filling of the potholes.

The verge at St Marys Crescent has been repaired

161. Update on Sturton and Stow Neighbourhood Plan

Cllr Duncan informed the Council that there has been a delay in getting the amendments of the draft plan back from the Consultants for submission to West Lindsey.  This will hopefully be resolved shortly.

162. Update on Cemetery

The hedges and grass have been cut and look neat and tidy.

The hedge in the spare part of the Cemetery has not been cut, the contractor is to be asked to include this in the tender for next year.

The Council thanks the volunteers who have been working on tidying up graves and also painting of the gates.

Councillors will rod the drains at the cemetery gate when the area has dried up.

163. To discuss and agree the way forward to address issues in the playpark including the flooding problem in winter and the pile of wood and brash.

Cllr Duncan thanked the Councillors for attending a meeting at the playpark.

It was agreed at the meeting to retain the trees unfenced, but to remove some of the branches and brash from the pile and place them in the dip where the pond floods in the winter to build up the area and to move some of the excess soil from the cemetery and place it in the over the brash. The aim is to resolve the problem of the flooding and avoid the need for temporary fencing.  Cllr Martinson volunteered to do the work. He will also contact the family who are removing the old piece of equipment and ask them to do so.

There is unfortunately a delay in the new equipment being delivered. The playpark will be closed while the old climbing unit is taken away, while the dip is being infilled and when the new equipment in being installed.

Clerk to get an alternative quotation for the playpark annual check.

164. Update on the next issue of Stow Bugle

The Summer issue has been sent out and the next issue will be in the August before the next meeting.

Any items to be forwarded to Cllr Duncan asap.

165. To discuss refurbishment of village wooden benches.

The two benches on South Drive/Ingham Road and Normanby Road/Ingham Road are in need of refurbishment.  Council agreed for the Clerk to get a quotation for this work. It was Resolved.

166. To discuss the proposed Heritage Assets Framework

This work for the village has been carried out in the Neighbourhood Plan and Council agreed to submit this in agreement with Sturton Parish Council when requested to do so.

Cllr Martinson declared a non-pecuniary interest in this application.
