Minutes of Stow Parish Council Zoom Meeting held on Wednesday 13 July 2020 at 11.30 am

45. Apologies for Absence

Cllr Read sent his apologies after the meeting

 

46.Declarations of Interest in accordance with the Localism Act 2011 and any dispensations that may arise.

There were no declarations of interest

 

47.To retrospectively accept Cllr Justham as Chairman and Cllr Turner as Vice Chairman for 2020/2021.

Due to the current Covid 19 situation Cllr Justham and Cllr Turner had agreed via e mail in May to stay as Chairman and Vice Chairman for a further year.

Proposed by Cllr Duncan Seconded by Cllr Martinson it was Resolved all in favour

 

48.Minuts of previous meeting of Monday 24 June 2020

It was proposed by Cllr Duncan and seconded by Cllr Justham to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

 

49.Matters arising from minutes of Monday 24 June 2020

There were no matters arising.

The accounts were accepted and proposed by Cllr Martinson and Seconded by Cllr Turner it was Resolved all in favour to accept the accounts.

 

51.To agree quotation for Annual Play park Inspection

It was proposed by Cllr Martinson and seconded by Cllr Duncan to accept the Annual Playpark inspection quotation from IPI for £100 plus VAT and Resolved

 

52.To discuss and accept the Council Policies for 2020/2021

It was proposed by Cllr Justham and Seconded by Cllr Taylor to accept the Council policies of Standing Orders, Financial Regulations, Risk Management, Amendment to Code of Conduct for Volunteers, Amendment to Data Protection for Volunteers and Environmental Policy and Resolved Clerk agreed to investigate other smaller Councils Financial Regulations and Standing Orders to see if the NALC template can be reduced for Stow Council.

 

53.Update on Sturton and Stow Neighbourhood Plan

Cllr Duncan gave an update on the plan.

There has not been a meeting face to face during the current situation, a zoom meeting was held but did not work due to difficulties with broadband.

Work has been going ahead via e mail.

The working group is concentrating on the draft plan.

There are draft documents on the website for people to view.

A formal consultation on the draft is difficult during lockdown.

The committee are accumulating a lot of information on past and present areas of the village which will soon be available to view online.

 

54.Update on Highways progress re 50/40 Sturton Road and 30 mph Ingham Road

Cllr Butroid is currently looking into the progress of the 30mph down Ingham Road.

The Highways Committee are meeting in September to consider decreasing the 50 to 40 on Sturton Road.

 

55.Update on Play park trees and village trees.

The Poplar tree in the playpark is due to be reduced at the end of July when the field next to it is available. The Playpark will remain closed until the tree is felled.

Cllr Justham asked that members could meet in the playpark for a walk round to see what additional jobs need attending to before it is reopened.

The Council agreed that Cllr Hewitt could arrange with the grass contractor to Twig the hedge in the cemetery as in previous years. Proposed by Cllr Martinson and seconded by Cllr Turner.

 

56.Update on Stow Recreation Fund progress

Clare Ella has sent an e mail update on the progress and the Council thanked Clare and the committee for all their hard work so far.

There was concern that the new flashing speeding sign on Ingham Road was not working correctly.

 

57.Update on No Parking on grass and pick up after your dog signs

The Council agreed to purchase two ‘ Pick up after your dog ‘ signs and the fixtures and fittings at a cost of £51.31 plus VAT per sign. Proposed by Cllr Justham and seconded by Cllr Martinson and Resolved.
