Minutes of Stow Parish Council Meeting held on Monday 15 July 2019 at Stow Minster Church Vestry at 7.00 pm

 

Present: Cllr Justham, Cllr Duncan, Cllr Hewitt, Cllr Martinson, Cllr Taylor, Cllr Turner

Public Question Time

There were no members of the public attending the meeting

District Councillor Tracey Coulson introduced herself to the Council, she was appointed without an election when Cllr Shore decided not to stand again.

 

55. Signing of the Declaration of office for Vice Chairman

Cllr Turner signed the declaration of acceptance form.

Cllr Read send his apologies

 

57. Declarations of interest in accordance with Localism Act 2011 and any dispensations that may arise

Cllr Justham has a non-pecuniary interest in item 11

 

58. Minutes of previous meeting of Monday 13 May 2019

It was proposed by Cllr Justham and seconded by Cllr Martinson to accept the minutes of the Parish Council Meeting.

 

Update on Acis visit was read out to the Council and progress is being made.

Cllr Duncan asked Cllr Coulson if West Lindsey still have a relationshop with Acis to see if they had any leverage over the ongoing problems.

Cllr Coulson will investigate.

 

Clerk has requesetd a visit from the Highways Officer but has not received a reply to date.

Cllr Butroid to look at the problems with the situation of the crossing but has not given an update to date.

Cllr Justham explainied the ongoing situation with the crossing to Cllr Coulson. Clerk to Chase Highways.

 

Cllr Justham has put posters on the notice board with regards to the RAF Benevolent fund and will ask for the information to put in the next Parish Magazine and the facebook page.

 

Correspondence reveived in addtion to that sent to Councillors by e mail.

Police Report 1June 2019 to 30 June 2019

6 Thefts, 3 Burglary's, 2 Criminal Damage, 6 Vehicle Crime

 

West Lindsey Citizens sdvice have sent a letter thanking the Council for the £50 donation.

Cllr Coulson has the opportunity from the dogs trust for posters and dog poo bags. the Council agreed to receive some to place around the village.

It was proposed by Cllr Justham and seconded by Cllr Martinson to accept the accounts information as a true record. It was resolved all in favour.

 

60. Review of Code of Conduct

This was deferred to the next meeting as Cllr Read was on holiday and had not been able to look at proposed additions before this meeting.

 

61. To discuss Cemetery and Play Park Maintenance Programme

New gate is working well. Clerk to add it to the insurance.

New fence for play park can be done in stages.

Cllr Coulson advised that she had an initiative fund and the Council discussed applying for a new table/bench for the play park.

The contractor has strimmed the weeds in the rubber matting.

Clerk to ask Terry to fit more bird spikes to the swings.

 

The Cemetery hedge needs cutting. Cllr Hewitt to get a quotation from the contractor.

There has been a report of youths in the cemetery, the police have been informed and will keep an eye on the situation.

 

Cllr Justham and Cllr Hewitt to do a list of old graves that are not being looked after to see if the clerk can contact any relatives.

 

62. Update on hedge a 2a Church Lane

Cllr Coulson will talk to West Lindsey about the situation, Clerk to send over correspondence to Cllr Coulson.

 

63. Update on Neighbourhood Plan

Cllr Duncan gave an update on the walkabouts, the informaion collected has been passed to the consultants who are writing the draft policies.

Main issues in Stow, Speed and safety on roads.

A further public meeting will be held and a leaflet drop in October.

64. Progress on village hall/recreation fund

Pulbic meeting planned for 6 August to discuss ideas for the money as the Charity Commission have confirmed that the money can be re distributed.

 

65. Planning 

139314 Application for outline planning to erect up to 4 no dwellings with access to be condisered and not reserved for subsequent applications Land South off Ingham Road Stow Refused.
