Minutes of the Parish Council Meeting of Stow

Monday 11th January 2023 7.00 pm

298.  Chair’s remarks

Cllr Duncan welcomed everyone to the meeting.

299. Apologies for Absence

Cllr Justham and Cllr Hewitt had sent their apologies due to being ill and the Council accepted the reasons for absence.

300. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

There were no declarations of interest

301. Minutes of previous meeting of Monday 14 November 2022

There was one typing error:  289 should say “had’ not “and.”

It was proposed by Cllr Martinson and seconded by Cllr Waudby to accept the minutes of Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

302. Clerk’s report on matters arising

Land Registry, Clerk had been to Burton and Co and the cost of certifying the deeds for the playpark would be approximately £5 per sheet of paper.

With regards to the address on the application for the land registry due to there being no permanent office address, it was suggested by Burton & Co that West Lindsey (WL) may be able to be the permanent address for the application with Stow Parish Council being the land owners. Cllr Coulson said that she would make enquiries at WL and report back to the Council.  A further suggestion was to ask the Parochial Church Council if Stow Minster address could be used.

The accounts were accepted and proposed by Cllr Martinson and seconded by Cllr Taylor, it was Resolved all in favour to accept the accounts.

304. Council and village matters

a) Update on Clerk Vacancy

Interviews have taken place by Cllrs Duncan and Turner.

One candidate has been recommended to the Council who has the relevant experience on the financial side and the present Clerk has agreed a training schedule.

Start Date 1st March 2023

It was proposed by Cllr Turner and seconded by Cllr Duncan to officially offer the position to the applicant subject to references and a three-month trial.  It was RESOLVED all in favour.

It was proposed by Cllr Duncan and seconded by Cllr Martinson to join the LALC annual training scheme; with it being an election year there may be new Councillors to train and the new Clerk will also need LALC training.  It was RESOLVED all in favour.

b) Update on Highways issues

The footpath on the road towards Sturton has been reported to Highways and it has been confirmed for the works to be carried out.

c) Update on Stow Bugle

Cllr Duncan is working on the latest edition of the Bugle

The Community Aspirations and priorities (item 7g) will be printed in the next edition for the parishioners to comment on.

Cllr Duncan is still looking at ways to get a hard copy to houses that have not subscribed to receiving the Bugle as the quotation received for printing was too high.

d) Update on Cemetery and Play park

Cllr Waudby has cut the hedge on the spare burial land, but has been unable to top up the graves that have sunk with top soil due to the weather. He will do it later.

e) Update on meeting with Northern Power grid

No update has been received from Northern Power Grid as to when the poles will be removed from the play park and the Clerk will chase again for an update.

f) Update on phase 2 consultation for the Cottam Solar Project.

Cllr Coulson has meetings arranged with WL on the current situation and will report back to Council.

g) To discuss the Community Aspirations arising from the Neighbourhood Plan.

145793 – Application for replacement garage/workshop 31 Ingham Road, Stow Granted

145893 – Listed building consent for installation of air con unit to rear elevation, The Old Methodist Chapel Sturton Road Comments posted to West Lindsey PLC_476538082 5/1/23

306 Councillors’ reports

Cllr Coulson reported that there is money available in her Councillor Initiative Fund available to Stow.

It was proposed to apply for funding for a new bench for the village green and possibly a new springer for the play park.
