Minutes of Stow Parish Council Zoom Meeting Monday 11 January 2021 11.30 am

95.Minutes of previous meeting of Monday 16 November 2020
Item 86 Cllr Read was unsure what the sentence “The Council needs to consider the way it engages with volunteers meant”. Cllr Justham explained that due to the complexity of the members of the public that are offering to volunteer in the village the Council needs to ensure that this is co-ordinated correctly.
Item 90 Cllr Read wanted confirmation that the designs for the new village signs would not be sent to Highways before the Parish Council had approved them. Cllr Justham explained that the Recreation Fund Committee were waiting for the revised designs, they would then discuss them before sending them to the Parish Council for final approval before they were submitted to Highways.
It was proposed by Cllr Justham and seconded by Cllr Duncan to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting. All in favour

The accounts were accepted and proposed by Cllr Read and Seconded by Cllr Turner it was Resolved all in favour to accept the accounts.
98. To agree Grass Cutting Contract for 2021/2022
The two quotations were discussed.
It was proposed by Cllr Martinson and seconded by Cllr Taylor to accept the proposed quotation from the current contractor and Cllr Martinson to ask him to arrange to blow the grass off the grave stones when required when the cemetery grass is cut., all in favour and Resolved
99. To agree West Lindsey Citizens Advice Grant for 2021/2022
It was proposed by Cllr Justham and Seconded by Cllr Duncan to grant £50 all in favour and Resolved
100. To discuss and agree quotation for removal of diseased tree opposite St Mary’s.
Two quotations have been received for the felling of the tree.
This was discussed in detail with options to keep the tree and monitor it for any further disease or to accept the tree surgeon’s advice and have the tree felled.
The majority of the Council voted to have the tree felled, but to request that a seat be made out of the stump if possible as a feature and also to look into replacing the tree asap with a more suitable tree.
It was proposed by Cllr Justham and Seconded by Cllr Taylor to have the tree taken down to make it into a seat if possible and replace the tree with a more suitable type asap. Majority in favour and Resolved
101. Update on Highways issues in the village including Normanby by Stow suggested signage.
There has been a request to ask Highways if a concealed entrance sign can be placed …….
Cllr Read expressed his concerns on the amount of time it is taking Highways to carry out the issues in the village.
Clerk has chased Highways and due to the current Pandemic the jobs are taking more time for the contractors to carry them out.
Cllr Read requested that the Clerk put a list together for the Council detailing the jobs from initial request to current situation so that the Council can discuss them in more detail.
102. Update from last meeting regarding request for volunteering in the village, Speed Watch Wardens.
Cllr Duncan will be putting a request for speed watch volunteers in the next edition of the Bugle, Clerk to contact LRSP to see when training can be carried out which is currently delayed due to the lockdown.
103. Emergency planning for the village.
This was deferred to the next meeting.
104. Update on Sturton and Stow Neighbourhood plan
Cllr Duncan gave an update.
The formal consultation has been carried out and she thanked the community for their replies.
The information received is being collated and should be sent to the Consultants to make any changes, it will then be submitted to WL in March for their initial inspection.
105. Update on play park and cemetery including the trees and village trees and cemetery entry slope.
The current gentleman who carries out the play park checks will be finishing at the end of March and the Clerk has been in contact with the gentleman who does the checks for Sturton and he has agreed to carry out the monthly checks on Stow play park.
There has been a request to make the slope in the play park entrance more wheelchair friendly. The Council agreed to look at ways that this can be made possible and will be followed up at the next meeting.
106. Update on the next issue of Stow Bugle
Cllr Duncan had already distributed an e mail of what will be in the next edition and requested that any further articles to be sent to her asap.
The volunteer group for helping out during the current pandemic has 25 members and are on standby if required.
