Minutes of Stow Parish Council Meeting held at Stow Minster Church Vestry On Monday 14 January 2019 at 7pm

Present: Clr Justham, Cllr Hewitt , Cllr Turner, Cllr Vickers, Cllr Martinson,

01.Apologies for Absence

02. Declarations of interest in accordance with Localism Act 2011 and any dispensations that may arise

Cllr Justham had a non-pecuniary interest in item 13 on the agenda 2 Church Lodge Hedge.

 

03 .Minutes of previous meeting of Monday 19 November 2018 and Planning Meeting 19 November 2018

It was proposed by Cllr Martinson and seconded by Cllr Turner to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

Cllr Turner requested that the minutes of the Planning Meeting of the 19 November 2018 be corrected to state that there was a vote held on 138576 25b Church Road Stow, and that it had not been a full majority vote to accept the changes to the application in the re-submission of 138097.I

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the amended minutes of the Planning Council meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

 

04. Matters arising from the minutes of Monday 19 November 2018

100 Clerk has e mailed ACIS regarding the situation with South Drive, but has not received a reply, there is no change in the situation and the parking of cars is also a problem.  Clerk to contact ACIS for a site visit.

 

05. Correspondence

Police report Gainsborough Rural South 01/12/2018 – 30/12/2018

8 Thefts, Burglary’s, 1 Criminal Damage, 0 Transport, 0 Concern for welfare, 0 Vehicle Crime

Clerk is attending the WLDC briefing on the Council Elections in May on the 25 February and will Report back to the council at the next meeting.

Northern Power for Wayleaves and Rents

Bank Balance as of 14/01/2019 £5539.37 of which £495.00 remaining from the grant from Freewatt which is ring fenced for the Play Park

Or It was proposed by Cllr Justham and seconded by Cllr Martinson to accept the accounts information as a true copy.  It was Resolved all in favour.

 

07. To discuss Grant Application for West Lindsey Citizens Advice

It was proposed by Cllr Martinson and seconded by Cllr Vickers to grant £50 it was Resolved All in favour. 

 

08. To discuss and approve increase in cemetery charges.

The following charges were approved

Reservation of burial plot £50

Interment in burial plot £250

Reservation of cremation plot £50   

Non Residents double the fees

All other charges remain the same.

The burial of a child will remain free of charge and the age will increase to 16 from 12.

It was proposed by Cllr Hewitt and seconded by Cllr Vickers and Resolved to accept the new charges from 14/1/2019

 

09.To discuss and agree the grass cutting contract for 2019/2020

Two quotations have been received and it was proposed to award the contract to Stephan Solecki it was proposed by Cllr Hewitt and seconded by Cllr Martinson and Resolved all in favour

 

10.  To discuss Cemetery and Play Park Maintenance programme.

Cemetery looking very good at present, it was agreed to put grass seed down where Cllr Waudby has sprayed off the weeds in the cemetery.

The hedge in the play park has been cut back and the invoice was authorised for payment.

Clerk to obtain two quotations for a gate for the play park as advised by the inspector.

 

11. To discuss traffic speed signs and tree issues.

Clerk has spoken to the Highways Officer who has said that there is not much chance of having the 50 mile per hour sign reduced to 40.

With regards to people using School Lane as a cut through and going the wrong way up a one-way street, Highways would need evidence of this in order for more signage to be available.

 

12. Update on Neighbourhood Plan

Cllr Justham gave an update,

The questionnaire will be distributed shortly to all houses and the PC may be required to deliver some of the leaflets.

Notification of this will be placed on the notice board, and the Church Notice board and website, and on the Parish Council Website.

Boxes will be available in the Church the Cross keys and Tillbridge Tastery for completed questionnaires to be returned.

 

13. Update on situation with hedge at 2 Church Lodge Stow

Hedge being monitored by Parish Council

 

14. Update on Stow Meadow Project

No further update

 

15. Update on Whipping Post

Work has started.
