Minutes of the Parish Council Meeting of Stow

Monday 22 August 2022 7.00 pm

278.  Chair’s remarks

Cllr Duncan welcomed everyone to the meeting.

279. Apologies for Absence

Cllr Taylor and Cllr Waudby sent their apologies due to work commitments and the Council accepted the reasons for absence.

280. Declarations of interest in accordance with the Localism Act 2011 and any dispensations that may arise

There were no declarations of interest

281. Minutes of previous meeting of Monday 11 July 2022

It was proposed by Cllr Justham and seconded by Cllr Turner to accept the minutes of Parish Council Meeting as a true copy of the meeting, it was Resolved All in favour

282. Clerk’s report on matters arising

The Clerk had nothing to report.

283. Financial Matters

a) Financial report

Accounts from 11th July 2022 – 22nd August 2022

Receipts:

£200 Sturton by Stow PC return of unused NP monies

Bank Balance as of 22/08/22 £19,482.85

Of which currently £5000 is ring fenced from Stow Recreational Fund for an inclusive piece of play equipment, the remaining £5622.23 SRF balance is being ring fenced for future SRF maintenance projects.  

Current PC balance £8860.62        

The accounts were accepted and proposed by Cllr Turner and seconded by Cllr Martinson, it was Resolved all in favour to accept the accounts.

b) To agree the final accounts of Stow Recreation Fund and receipt of ring fenced money for the future project maintenance.

The fund has now been dissolved.

It was proposed by Cllr Martinson and seconded by Cllr Hewitt to accept the final Accounts and confirmation that the balance of the fund will be ring fenced by the Parish Council for purposes relating to the projects undertaken by the trustees of the Fund. The Council expressed their thanks to the Trustees.

c) To agree funding for the village Christmas Tree

It was proposed by Cllr Justham and seconded by Cllr Martinson to approve up to £100 for the village Christmas Tree. It was RESOLVED all in favour.

d) To discuss budget requirements for 2023/2024

The budget was discussed in detail for the Clerk to bring to the meeting in November for approval.

284. Council and village matters

a) Update on Highways issues

Clerk has still not had a response from Joe Phillips regarding the outstanding issues and will ask Cllr Butroid to chase.

b) Update on Stow Bugle

The Summer edition was issued early August.

The next edition will be early November.

c) Update on Cemetery and Play park

The annual play park inspection has been booked for August/September.
There has been a recent problem with dog mess in the play park and it was proposed by Cllr Justham and seconded by Cllr Martinson to purchase a new sign (No dogs allowed apart from guide dogs) for the play park up to the value of £40. It was RESOLVED all in favour.

d) To discuss the tree survey and any action required

After further discussion it was RESOLVED to stay with its decision taken at the last meeting. No action on the two trees on the village green at present, but to monitor the situation.

e) Update on meeting with Northern Power grid

Northern Power Grid have confirmed that the poles will be removed from the play park and the transformer will be repositioned. Completion date to be confirmed.

f) To discuss the way forward in registering the Parish Land.

The costs quoted were for each individual piece of land not as a whole project.

The Clerk will start the process of registering the play park and monies for the Parish Field will be precepted for the next financial year.

g) To discuss phase 2 consultation for the Cottam Solar Project including Green Lane TRO.

Correspondence from Highways seem to show that they are not willing to apply for a TRO on Green Lane, Cllr Duncan will consult with Cllr Butroid.

It has been suggested by the Ramblers Association that Green Lane could be registered as a Public Right of Way.  This involves at least 20 signatures from members of the public that use or have used in the past.  Clare Ella has offered to submit the application and arrange for the signatures.  This involves printing out forms for signing at a cost to Clare.  It was proposed by Cllr Justham and seconded by Cllr Turner to reimburse the costs of £40. It was RESOLVED all in favour.

285. Planning Applications for information only

144010 – Application for change of house types to previously approved scheme 136472 18 South Drive. Comments submitted to WL, additional comments to be submitted on the amendment to the application. Council’s comments submitted to WL 16/05/22. Awaiting decision.

144540 – Application land adjacent to West Farm, Normanby Road, Stow – Councils Comments submitted to WL 19/04/22. Awaiting decision.

144925 – Application to erect 1 no dormer dwelling plot 2 land adj 16a Ingham Road, Councils Comments submitted to WL 19/04/22, Permission Granted 7/7/22

145078 Application for proposed replacement commercial unit and demolition of dilapidated buildings. Comments posted to West Lindsey PLC_43627872 The application has been refused.
