Minutes of Stow Parish Council Meeting held on Monday 16 March 2020 at Stow Minster Church Vestry at 7 pm.

There were no members of the public attending the meeting.

14. Declarations of Interest in accordance with Localisim Act 2011 and any dispensations that may arise.

Cllr Martinson had a pecuniary interest in Item 14 two new proposed houses on Ingham Road.

It was proposed by Cllr Duncan and seconded by Cllr Justham to accept the minutes of Parish Council Meeting. It was Resolved to accept the minutes as a true copy of the meeting.  All in favour

16. Matters arising from minutes of Monday 13 January 2020

Highways have confirmed that the Speed Survey assessment on the Sturton to Stow speed limit has been carried out.  The survey shows that a mean speed reading of 44 mph has been recorded and in line with their speed limit policy this makes a new limit border line case therefore will need to go to Highways Committee for it to be approved by the County Councillors. Unfortunately, there is a substantial back log due to the current virus they cannot confirm a date when it will go to the committee.

The Neighbourhood Plan hard copy is not currently available but there is a copy on line.

The Police Commissioners election has been cancelled until 2021.

Clerk to chase Cllr Coulson for any dog mess stickers and bags.

The Council agreed to put up more signs on village foot paths to clear up after your dog.

Clerk to contact West Lindsey regarding dog bins not being emptied regularly enough.

Proposed by Cllr Justham and seconded by Cllr Turner it was Resolved to accept the payments.

19. To Authorise payment of LALC Subscription Invoice

It was proposed by Cllr Justham and seconded by Cllr Duncan to pay the Invoice was Resolved all in favour

20. To discuss grant from Stow Recreation Fund

The council agreed to order the flashing speed signs, benches and playpark equipment with the grants from the fund.

21. To Discuss play park and Cemetery Maintenance

Clerk has received a quotation for the tree survey for the village it was proposed by Cllr Martinson and seconded by Cllr Turner to accept the quotation. It was Resolved

The council agreed to purchase some trees to fill in the gap in the fence to the playpark.

Cllr Justham will tape off the water at the end of the park to be able to open the park for Easter.

Clerk to contact Cllr Coulson to see if she can suggest anyone to come and have a look at the water problem in the corner of the playpark.

The cemetery gate is a bit stiff at the moment.

Cllr Justham has planted spring flowers in the cemetery.

Clerk to see if there are any grants available for tiding up of the old graves where there is no living relative.

The grass cutting contractor has quoted £30 to cut the grass outside the church it was propose by Cllr Martinson and seconded by Cllr Duncan and Resolved to accept the quotation.

22. Update on new Councillor Training

Cllr Duncan said that the course was very informative with a range of different people attending.

Clerk to look at Councils polices and update if necessary.

23. To Discuss Parish News Letter

2nd Addition has now been distributed, thank you to David Justham for delivering to each house.

3rd edition July/August any items please send to Cllr Duncan.

24. Update on Neighbourhood Plan

The draft profile now on the website.

Green space assessment in progress.

Important view assessment in progress

Draft plan will shortly be available to go out for consultation.

25. Planning

140296 Applications to remove condition 1 of planning permission GR/41/68 granted 2nd April 1968. Granted

140449 Planning application to install biomass boiler Farm Shed, Coates  Lane, Coates, Stow

140581 Planning application to demolish outbuilding and erect extension 8 Sturton Road Stow. 

To agree Councils response to 2 new proposed dwellings, Ingham Road Stow. 

Council are not in agreement with this proposal and Clerk was authorised to send their comments to the applicant.

 

26. Meeting dates for 2020/2021

Council agreed the meeting dates which will be posted on the website page.

Clerk will keep Council informed with regards to May’s meetings with the current Covid 19 situation.
