1. Apologies for absence

3. Minutes of previous previous meeting of Monday 18 November 2019
It was proposed by Cllr Duncan and seconded by Cllr Read to accept the minutes of Parish Council Meeting. It was resolved to accept the minutes as a true copy of the meeting.  All in favour
 
4. Matters arising from minutes of Monday 18 November 2019       
Speed reduction survey on 50 mph limit is to be carried out in Dec/Jan.
 
Cllr Butroid will investigate the use of mirrors on the Normanby Junction.
 
Stow Charity Cup – The Agricultural Society have agreed to take the cup and present it to a child during 2020.
 
Cllr Justham to investigate no parking signs for the Church wall instead of signs that may get run over on the grass area.
 
Acis have responded by badly spraying the steps, Clerk to send photographic evidence of the job and also the grass areas that have been badly damaged by trucks and cars.          
Clerk has obtained a price to replace some of the matting in the playpark if required.
 
Parish Land Cllr Read will look at the possibility of applying for an account with the Land Registry to see what land is currently registered and to register land that is not on the registry.
 
The Council thanked Doug Garner and Charlie Taylor for their work with the Christmas Tree in the village.
 
Cllrr Justham requested that the Standing Orders be suspended to allow Clare Ella and Andrew Finn from the Recreational fund who joined the meeting to talk.
The committee have been looking at different options for the flashing speed signs for the village.
The evidence shows that larger display screens are no more effective.
The Lincolnshire Road Safety Partnership recommend SID and SCR signs for the different locations in the village.
 A question was asked if recording signs would be more beneficial.
There is no evidence to suggest that this would be the case, with the recording signs, a person would have to be caught three times before a letter would be sent, and the police would visit the person in question.
The committee thought that there was a lack of mains power in the village so the battery operated signs would be the best option (two batteries per unit).
There was concern from the Council that people would not always be available to charge and change the batteries.
Where is mains power to the sites in the village X the Recreation Committee will investigate using this and the cost to power the signs.
 A meeting with highways will be arranged to view the suggested positioning of the signs.
The council were shown the options for the new village signs of which the opinion from the residents show that numbers 1 and 5 are the most popular.
Clare will write an article to put in the next addition of the Stow Bugle

7.To discuss grant request from West Lindsey Citizens Advice
It was proposed by Cllr Taylor and seconded by Cllr Justham to grant £50 it was Resolved all in favour
 
8.To discuss grass cutting contract for 2020
The contractor’s quotation was accepted by Council and the Clerk was asked to request that the contractor contact Cllr Justham 
so  that the areas cut by the Council are added to the cutting list.     
It was proposed by Cllr Read and seconded by Cllr Justham and Resolved
 
9. To discuss playpark and cemetery maintenance.
Clerk has obtained the cost to replace the damaged mats.
The play park is still closed due to water ingress into the park.
The grassed area outside of the Cemetery has been damaged due to a road closure and increase in traffic because of a recent 
serious road accident at Knaith.
A suggestion for the future is to request highways to extend the lay bye serving the cemetery
 
10.To discuss Parish newsletter.
Thanks to Cllr Duncan for the first edition which has been a success.
The second edition is in progress.
The Cross Keys have asked if they could place an advert to increase their profile in the local community. 
The Council agreed that the Bugle was for Parish News only but would be happy if the Cross Keys produced an A5 leaflet
wich can be distributed at the same time as the Bugle.
 
11.Update on Neighbourhood Plan
The draft profile and associated documents are now on the website.
Maps and photos will be updated shortly.
A hard copy will be available at the What’s Going On held at Sturton Village Hall on the 19th January 11 – 2.
The committee are currently working on locating the green spaces for the village plan.
 
12.Planning
140296 applications to remove condition 1 of planning permission GR/41/68 granted 2nd April 1968.
